From the moment I saw designer Johnathan Riss's Resort Collection for the Parisian fashion house, Jay Ahr, I felt as if he had designed it just for me. Perhaps I feel this way because the polished yet casual collection features fabulously flouncy skirts paired with ankle strap heels.
